Transferring A Property With a Tax Lien

Hello. I live in Miami, Florida. My grandmother left me a house but it has tax lien. She died in 2003 and I was a minor. My guardian never properly had the property transferred to me so the taxes paid on the house for the last 12 years were in my deceased grandmother's name. The lien is for the taxes underpaid the past 10 years. I set up a payment plan for the lieb. The lien is $30k, there's no interest and I get to chose when/how much I pay. I have decided I don't want to keep the house and my sister wants it. I have two questions.  Can I transfer the property to my sister with the tax lien on it or I do I have to settle the lien first? If I can transfer the property to her without settling the lien first will she have to pay interest on the lien.
