If you must justify the rental raise to them with comps, you can cast a wider net to neighboring areas, or ask them to survey the current market and they should be able to see that staying put is in their best interests.

We went under contract for vacant land and were advised by multiple sources in the business that 30 days MINIMUM is the norm because of all the issues with surveying/permitting/getting in touch with city offices, etc.

Like maybe a google survey or platform where they can report things and it can go directly to that maintenance person. 

Give yourself time for inspection, ask for a survey, etc.
