Is it the risk of environmental cleanup liability if there's soil or groundwater contamination?

We've looked at a number of properties in the area, but what I'm still getting my bearings on is re-zoning.

Each SD needs to be in it's own account, the account must be interest bearing and there is a minimum set by the city every year, the interest must be paid back to the tenant at least every 12 months. 

In reality, as soon as your cashflow hits your bank account, it's either reinvested in a similar asset, swept to an interest bearing account (high yield savings account/CD), or reinvested in some other form.

Perform due diligence, including soil tests, environmental assessments, and surveys to ensure the land is suitable for construction.

Also, do any of your funds (after accounting for the above) ever go into a money market or other interest bearing accounts, such as dividend stocks, etc?
