The majority of STR's were not in fact intended for that usage.

See if you can talk to the utility provider to get an estimate for the last 2-5 years of usage for the building. 

Instead of being able to rent for $900 I will only be able to get $500 plus the increase in the usage of electricity which I will have to bill separately as adding a separate meter would be more expensive than I’m looking to spend at this point.

I do not know the source of their funding but if they received donations for aids and are using it for this, then that would seem to be inappropriate use of funds.

This just seems like a totally inappropriate way to handle it to me whether a violation of the law or not.

The sales contract is for the benefit of the client, so it could also be inappropriate to add language that only benefits the agent and not the client.
