Make sure you've got a disconnect right there at the heater, whatever you do - I didn't notice if you had one in the picture.  

Looking at the joint at the end, it appears to be quick disconnect so maybe it's the retractable hose for the kitchen faucet.

I decided to disconnect their electric and water, and I gave them the phone number of someone else that had a furnished house.

After much effort and digging my txt reached out to her daughter (as mom (tenant) wouldn't pick up my call) who said they left the key under doormat, electricity and water disconnected as of May 1st.

You might have to upgrade your disconnect to accomodate but after that your could meter your heating bill away which might be a decent amount up in Maine. 

We have to disconnect and chain the digger to the front end loader and pull the whole thing out of the hole.

Apparently this last tenant never bothered to switch service to his name since the gas company continued to supply him with free gas.I am in the Boston area in Massachusetts and NGRID disconnected service for the unit.
