We just turned an apartment previously occupied by a heavy smoker. 

You have no further obligation to these people, if they press tell them you do not rent to smokers and hang up. 

I am actually looking as a tenant at a place and it is currently occupied and has a decent scent of cigarettes.

They do pay their rent on time each month, but I would like to get new tenants in as they've trashed the place, always cigarette butts in the lawn, and they complain about everything.

I have a condo unit in Southern California that I recently rented out; however-- on the first day the tenant moved in, they notified me that they smelled a strong cigarette odor in the hallways, and it really bothered them.

Sometimes I see loud, jacked up pick up full of large dogs, and a cigarette hanging out the window.

Not sure I would write these explicitly in the lease but .......no hanging engines from trees, no fireworks, no grow rooms,  no taping things to the ceiling fans, No cigarette butts....

I also have smokers (non-smoking building) and one with a dog (service dog for a bad knee) that is not cleaning up after it.
