If you have never been to Philadelphia or lived there, trying to invest there is going to be very hard unless you are planning to go multiple times to understand the block dynamics of the areas you are interested in.

Often one block is fine and then the next is bad so it's definitely an area you want to visit and research closely before investing.

I think the biggest block to getting anything like this accepted is building codes.

Doing my first wholesale deal in 2016, at that time there were builders buying blocks of houses from residents and doing new construction.

make sure to check the specific ordinances for the college area, know whats blocks you want to be on, west side of river or east, etc..

I'm going to bet that they either blocked or closed the vents in the  master bedroom and there isn't really a problem.Explain to them that you need to get it looked at and if they are not going to organize it, then you are taking matters into your own hand and doing it. 

Odds are the drain line, condensate pump, putting down new riser blocks or mounting blocks, the whips and line sets, new disconnect box, new low and high voltage wiring aren't in your Google pricing.
