There are codes that allow for more density or at min ADUs on SFH lots now.

When's the last time you say a panhandler saying "will code for food?"

And it's a rather low bar to get over for anyone wanting to continue to wholesale. 

Although many properties with a specific zoning code are technically eligible, they would be subject to an extensive waitlist that could last years.

I am sure your aware of the antiquated lot of record rules already on the books in LA county that could stop a lot of rebuilding unless they change those laws or codes..

From tax stand point I would think you can separate from primary and be okay with IRS being that IRS will not be local code enforcement.  

I would assume that they were already tenanted with Section 8 renters since most of the time properties that pass municipal code requirements don't necessarily meet requirements for Section 8 rentals, meaning there is typically a list of repairs generated by the Section 8 inspector that need to be addressed even if the home previously passed a city inspection.

If they are CF positive then they will not cohnt against your DTI but will improve it...that's standard conventional guidelines barring a few exceptions.
