Since sharing opinions is the entire point of these forums, I'm going to share MY opinion below in the hopes of having a genuine, civil, adult discussion with some other folks who might want to chime in.

Facilitate conversation and get people to talk like adults.

I've met some people with severe retardation and an IQ of <70 who attended adult learning programs and job placement programs... he would do anything to get a job.
