Being in compliance with the first loan (occupying for one year) and getting a second, simultaneous FHA loan are two different things, I believe you have to wait two years to get a second one, unless you can show a necessary move, for perhaps greater than 50 miles away.

If you don't have the means to come up with the cash needed, obtain a new loan against the property that you are buying with a simultaneous close with the lender and the purchase of the property.
