There is a lot of growth in the job sector here and a lot of transformation in the major industries which are bringing jobs to the area, on top of this there is major commercial development, etc. 

This also goes in the public sector.

The "average" S&P rate isn't compariable in my mind to real estate since its still not apples to apples --- you don't purchase properties across the entire real estate sector, you pick and choose.
