Tax sale resources has a fairly decent database (it is comprehensive, but the user interface is a little off) of real estate tax delinquencies. 

I'm now going through and creating a comprehensive list of what I would like done to the property.

Proper would be a good choice that is the most comprehensive, but of course due to that they're expensive.
