@Adam R. since no one else answered you I'll at least give you a reply, though I was kind of hoping someone else would say something on the topic.Your question is phrased in such a way that non-attorneys might be hesitant to answer it, since you're basically asking what's legal and what's not.I have never heard of anything regarding sub-metering (if I remember the RUBS system correctly) for utilities being mentioned in the law.
