Assuming your PM is licensed, I would suggest filing a complaint with his association or whomever he answers to.This kind of behavior is unacceptable and it's what gives our profession a bad name.

There are many segments and each segment has different behavioral characteristics and different housing requirements.

The next cycle will likely peak  in 2026.....again if history is any indication.I refer to history because human behaviors don't change be it now or 100 years ago.  

(If the purpose is to correct a behavior, why wait months to do so?) 

if there is no nusiance or illegal activity or pattern of dangerous behavior, I am not sure what the landlord liability is?

The aggressive behavior started when I said I wouldn’t be paying for a repair for damage that the tenant had caused, and it’s almost like when the tenant recognized I wasn’t going to hand out discounts, they started feeling like a “victim” (their words).

The behavior is the problem, the math is right don't get me wrong, but the behavior that's where people are twisted. 

We are all always acting on competing values and sometimes the little 'values' are the biggest drivers of behavior.

What is dangerous is to drift into the hype and make emotional decisions based on the market behavior rather than what your numbers are saying.
