Only the larger cities and towns require advance registration in order to bid.

@Curtis McDonald That would literally allow everyone to get in state tuition...as long as you just switched voter registration.

With rental registration/inspections, the city will be able to crack down on illegal rentals. 

You can obtain a certificate of good standing, that only goes to the registration being in good standing. 

It's free and open to the public but registration is required due to limited space.
