Sometimes the threat of a lawsuit is enough to motivate someone.Too, if the building is less then 10 years old you may have a construction defect claim, wither the builder or their carrier might be willing to throw some money at helping resolve this rather then getting dragged into court or the builder might be able to do a fix at less then the quoted 20k.

Since you seek a particular kind of seller, you may want to experiment with different types of carriers (what DM industry calls the envelope). 

Even if every flight with a 737 Max was scheduled for Austin it wouldn't cause a blip in our air traffic. south west got the other half :) or something like that and I was thinking they could be a major carrier in your market.. flights tend to be seasonal as well. 

Some carriers have restrictions on the number of separate renters.

Insurance carriers have dropped several areas due to them being "high fire" areas. 

@Trevor Brown there are several other independent insurance carriers you should get options from. 

I can't suggest either way because I don't know if your carrier is a client of mine or not.
