Every plumbing entrance, soffit, vent, drainpipe, chimney needs to have ¼ inch 23 galvanized stainless mesh sealing.

The finished basement (which included bedrooms their children were occupying) was flooded with 6 inches of water!

Inspection on the property was passed. 1 month later, the floor in the porch dipped 3-4 inches, (old house).

The windows are currently louvered windows (6 inch wide), basically the leakiest possible windows, which was great before air conditioning, but not great now.Anyhow, tenants AC bill is really high in the summer.

A very small nap mohair 3 inch roller cover works great for laying down a nice finish.  

As soon as you can, rip all of them out and replace with the traditional three 1x4 or 1x6 ledger boards. a 3/4 in. plywood shelf, and a 1-inch steel closet rod and flanges (not an adjustable rod, one that you have to cut to the right size), all screwed into studs.Tenants will always overload their closets with their crap.

When myself and the contractors went into the apartment to look at the windows, we noticed the tenant had his bed  situated  roughly 32 inches away from the window.   

To achieve R28+ in walls requires use of a material such as closed cell foam (~R6 - R6.5/inch) or polyisocyanurate hardboard (~R7 - R7.6/inch).
