Most of the dealers here have "free" delivery and set up on both so IF I go thru a dealer setup (dropping in place, water&septic) cost isn't a factor.

With alot of restaurants using 3rd party delivery, the data was usually not 100% accurate because Placer doesn't register <7mins visits.

But, having this system in place would go a great way to not only control the costs of public healthcare delivery, but ensure quality since some very smart people who currently are priced out would be able to enter the field...I had to assume great amounts of debt to get started in RE.

However, it also says that "If the address provided by the owner does not allow for personal delivery, then it shall be conclusively presumed that upon mailing of any rent or notice to the owner by the tenant to the name and address provided, the notice or rent is deemed receivable by the owner on the date posted, if the tenant can show proof of mailing to the name and address provided by the owner."
