Is the city responsible for the sidewalk in front of my property?

Next to the sidewalk on the building is the FOR LEASE sign for the building that was put in place when the building was empty.

What’s the economy in this town - will give me a warning about future taxes like in broke communities in Cuy County or things like sewer and sidewalk assessments in Akron or Kent. 

Sorry for the odd title and  description but it is hard to ask this question with few words.I own a power washing business and I mostly wash walkways, sidewalks breezeways, etc and I have tried to get into doing jobs for the big apartment complexes here in Phoenix and I have gotten a few but not many.

Or when someone trips on the sidewalk in front of the house and wants to sue (currently going through that).Unless you have dozens and dozens of properties, you definitely don't have the economics of scale required for self insuring to start making sense.

This costs about $75 per month, or, if I can get one of the tenants to allow me to set up my "Automation Hub" (I use Smartthings HUB in my setup), I will give the tenant $25 per month towards their bill.There are many ways that Smart Devices can help, not only in the case of smoke detectors.I have motion detectors which turn on and off lights, cameras that record to the Internet, leak detectors that tell me if there are problems with my basement, particularly if one of my equipment like a Hot Water Heater or Hot Water boiler is leaking, etc.In fact, I normally buy properties in transitioning neighborhoods, capturing the appreciation as the neighborhood gets better.The Internet Cameras became very important in this situation for 2 reasons:1) I kept getting sanitation tickets for dirty sidewalks.

The first time I drove the area I could see that the city was putting in new sidewalks and some other investors had already started renovating houses on the surrounding streets.

Until the day comes when you can win a bid using emotions, leave them at the door...actually, just leave them at the sidewalk. 

Yes, I felt so entitled as I stood in line at food shelf, I felt so entitled in ESL, I felt so entitled as I laid on the sidewalk with bullets flying over my head, so very entitled...... 

In other words if your For Rent sign is in the yard and somebody walked up the sidewalk and qualified to rent the property, could they move in tomorrow?
