Maybe the landlord isn't responding because they don't see the applicant as meeting their criteria. 

I won as well but he still has not responded to request to pay the court orders.

Most agencies are slow to process paperwork, have a lot of bureaucratic red tape, and it is difficult to get them to respond to inquiries.

Of course, it's always smart to keep funds aside for unforeseen or emergency related costs.Others who have already responded have provided some great opinions.
