I did some investigation online and from what I read, there doesn't seem to be a way turn down the tap water temperature without it affecting the temp of the water feeding the radiators.

@Pierce Conway I just converted a 3 unit building from a single gas boiler (with cast iron radiators) to 3 separate mini-split AC/Heat systems.
