Unsure about STR regulations in Charleston but I would advise you to search "arbitrage" on this forum and read up on the hundreds of pros and cons responses here before diving in to any market using the arbitrage model.

Are you building for pure investment purposes or are you looking to use some of the space for personal/personal business use?

If you have a chunk of money to get going I'd personally buy the biggest thing you can if you don't I think house hacking into a 4 plex is great. 

It is 100% the buyer's / investor's responsibility to do Solid Due Diligence before purchase. 

Mediation is a process in which the parties meet with an impartial person who helps to resolve the dispute informally and confidentially.

It is a big responsibility that I am willing to take on for myself but not so much on behalf of a tenant. 

I was imagining responsible car-free tenants, as I was one myself for a long time. 

That is the responsibility of the tenant, not you.
