What you are describing is called adverse selection - you have a known issue and want to buy an insurance policy to fix your problem because that is less than what it would cost to have the work done and you pay directly to the trades. 

These deals require REAL WORK but the hurdles can be overcome.

Securing a premium investment or dream property is always going to take some work, effort and overcoming eventual disappoint.

Could the water supply be adversely affected, a fire started, or a building be rendered unsafe?  

Although I know my situation has its downsides, I know there has to be someone here who has overcome similar hurdles.
