The benefit of a permit and inspections is to have an independent party verify work. 

Definitely make those assessments during inspection or prior to making an offer if you can to save yourself the time. 

Example:I need to conduct a warranty inspection on the home this month.

Confirm fireplace has been cared for as part of your quarterly inspection.

During inspection, it was learned that there was  a fire at some point in basement.

For new builds, get a third party inspection.

It has sat empty for the last 20 years but the current owners have completely gutted it, have bids from contractors they're willing to share, cost estimates etc. and have had lots of inspections done and so much pre-work with the city and county to figure out what they can and can't do, so a solid plan is already in place.
