It turns out it was all about not reading the bill was for two months ...So it seems somebody neglected to pay electricity in one prior month, and then blame the landlord without even looking at the billing interval or the previous account balance on the bill.

I suggest you go to a 5 yr interval to reset the rate, you don't need a balloon payment to do so.
