These properties usually get sold on the courthouse steps.There are some other scenarios where a lien holder (like a mortgage) will pay off the tax lien but this only happens if they've been asleep at the wheel for a while while the taxes were left unpaid. 

I agree with starting with durable construction, durable furnishings, etc.

This will be much more durable and stand up to water a lot better than vinyl.

I'll be ready to purchase another turnkey Sept 15 and I really hope these homes are rehabbed well, because durability is my number one criteria.

If you flip to rent you will go more durable on finishings than you would to sell so you want to decide on that, but when you are done, you can see where you are at for sale vs. rent and decide, you would just have to move to traditional loan to carry it if you rent.
