Looks like in your state, any work over $500 requires a license....So don't be cheap, just hire a good GC and have it done once and done right....if someone falls on that staircase a year down the road, you''ll be sued for every dime you've got for using unlicensed scabs....

I assume you’re not charging them for using your fridge’s water filter or if there’s less toilet paper at move in.I don’t like the HOA overstep or the idea of nickel and diming tenants.

They ended up staying 3 months, didn't pay a dime in rent, ran up the utilities, destroyed the property, terrorized tenants, and costed me thousands in legal fees to get them out.

This one is the most questionable wear and tear vs abnormal item.The garbage disposal: If the tenant had called before moving out and said that the disposal wasn't working then you would have had to send someone to repair it on your dime so I don't see that you can charge them unless you find something like a fork in there.If the place was clean when they moved in then you can charge for cleaning.
