You got some solid advice above check with your lender and get in contact with an attorney like @Bob Floss II who can help setup the OA.Assuming there is no pushback from your lender, you should be able to do a quit claim deed to retitle. 

You should contact both your lender and your title company to understand their requirements.

If it was due to a natural disaster they cannot raise your rates.

We tried contacting Delta but haven't got a response yet on where exactly things are with the construction.
