In this situation we have a former-tenant  hyper sensitive to return of full security deposit (when unit wasn’t returned in good condition) and we are  experiencing a few unique damages.

Implementing a value add strategy, which will raise rents and force appreciation has been an unfair advantage in just about any market condition. 

I tend to use 8% for vacancy, 5-10% for repairs depending on the condition of the property, and 7-9% for cap ex.

But if I were you I would be making a immediate bee line back to the property (xmas or not) to figure what the heck happened and quickly make an assessment to get the property back in condition. 

I assume documentation was a top priority here when discovering the property's conditions.

With market conditions as they are I don't want to be too restrictive.

Document the condition they left it, keep receipts for the charges, and charge it to their card.
