which clearly demonstrates we have had the ability to construct much more energy efficient buildings for a generation, but due to inertia and low energy costs have lacked the political and economic will to put it into practice.While I am a big proponent of the Passivhaus principals and the EnerPHit guidelines for retrofit of older buildings - I'm presently working towards my Passivhaus certification - there is some evidence that the target of 15 kWh/m^2 per year, while cost effectively obtainable in most of Europe is not so in parts of Canada - due to our harsher climate.  

There's a lot of things to consider up here that don't apply in warmer climates.

Your outcome will depend on the lending climate and the area.

Plus in colder climates it is nice to have warm carpet under the feet.

I live in Boise, similar climate to Ogden- hot, dry summers and we have a couple units that we are having this same conversation about.

Anyone familiar with the Lowell Indiana area and how high the rental demands are out there and what kind of rental climate is going on over there?

Given that it is such a large state with very diverse climates, I doubt AC is required by law.
