Once the account is satisfied, legally they must turn it back over to the owners, but this almost never happens because this begins by the owners not paying dues, and once you get behind on that, you start missing mortgage payments, etc, and before you know it, your account begins to look like a third world countries deficit when you start adding the attorney's costs, court appearances, etc.
