I have some upcoming repairs needed that outweigh the Homestead Exemption and plan to make my primary home a long term rental in the next 7 years but the repairs can’t wait.  

Unless there is an emergency situation, take a lot of photos and call your insurance agent before doing any repairs.

This is not one of them from my recollection.I know this does not assist but what I would say is continue to do research on them.

The ONLY exception is that a landlord may charge two months' rent if the tenant qualifies for utility assistance, the lease requires the tenant to pay utilities directly to the landlord, and the tenant and landlord agree in writing.

It was also difficult to assess the heating situation after repairs since tenant refused to provide key to access unit for repairs and/emergencies, citing “privacy and safety” concerns.

Central A/C is damaged beyond repair and needed to be replaced, which can't be done economically or with coopperation of the HOA and other neiighboring owners.

They have assisted us with setting up our LLC's for our Flips and Buy and Holds. 

Then, both needed about $5,000-$10,000 each in repairs and cleanup.Even with low rents in those areas, renters struggle to pay $995/month on one property and $1,095/month on another.
