@Robert Medina Online presence is something I'd look into before setting up those appointments to interview, to save time and effort knowing that you are talking to someone who at least has a level of expertise.I tend to look at these things to start: What impression do they give you online (professional or not/resourceful or not)?

In my area the zoning board is the final approver, they are appointed to their position and have authority to make the decisions and to be a bit more impartial than an elected official.

I think having a CPA local means you could potentially pop in and ask questions, but even then most would ask for an appointment to be scheduled prior to and they might not have openings for a couple weeks.
