Navy Army Community Credit Union has approved me for a "cash-out" construction loan to finance the rest of the renovation, payoff my HELOC, and afterward will convert to a 15-year mortgage @ 8.65%.

I think this sounds like a decent rate in today's climate, 3-year ARM is pretty short comparable to 30-year fixed rate and the 7 or 5 year ARMs out there though

I mention this because the book can be a blueprint for you to build your own army of private lenders.

I personally wouldn't touch it unless you are near a college, army base, or hospital.

Unincorporated Pinellas county allows it, largo allows it, Indian rocks Beach allows it.

As a prior Army Officer, I used to think that way myself. 

Lots of chiefs, very few Indians.

I'm very new to the game and am not looking to purchase anything immediately as I am currently deployed with the Army.
