After spending the afternoon running around with limited success, we still closed the next day with the threat of fines for me to deal with later.I submitted paperwork to the city on the day of closing and they scheduled the CO inspection a week later.

it is in part because the tenants typically do not have any case and are hoping that the threat of law suit will result in them getting their way.

And I too have never seen these get confused.I think that there's a good chance that the Op could put together a good case and go back to the agent(s) and home inspector and ask for compensation with the threat of a complaint to the division, etc.

The reason for the threat was that I had accused his girlfriend of stuffing a piece of spray foam back in the hole I had cut it out of weeks earlier, after they had complained it was blocking the gas shut-off for the stove. why they were concerned about the shut-off cannot be explained other than looking for something to harass me with.
