All landlords are not bad, so if you see your city treating all landlords as one big bad money hungry group of people, get involved with your city meetings, councils, boards etc. to let them all know there are good ones out there.

You need to get your ducks in a row, establish the entity you'll be purchasing with, create a rock-solid business plan and operating agreement that everyone agrees on, perhaps even seek legal council on how the arrangement is structured, and establish relationships with a great lender and buyer's agent before making any offers.

Squeaky wheel get the oil, get on the city council agenda for that month and tell them you are trying to clean up and bring in more houses and increase the city tax base plus those new houses will add to the water and sewer and trash base.
