If there are even just a handful of them getting decisions made without causing squabbles is a real threat and it's one most want to avoid.

Hire an attorney to write a demand letter about breach of contract, send via certified mail with a soft threat of litigation.  

Like @James A. said, it is by the blocks but even blocks where property values are good, the threat of having all of your shiny new appliances robbed mid flip is still there.

Check out the threated lawsuits, plunging crap out of a toilet, water intrusion, an insurance claim, a delayed holiday flight for family, and some more...

If you spend more than three weeks on it, and have threatened to report them to the CFPB, and they aren't budging even with that threat... that probably means someone needs to pay their damn bills.

As @Dave Metsker suggests, you can time the release of funds to keep your PR seller and estate heir/beneficiaries in a cooperative mood (and avoid adversarial threats from disgruntled family).
