Now, I need to call back and speak to a building inspector who can give me clarity on the house and if its a legal 3 unit or a 4 unit building (being advertised as 4 unit). 

I had a similar issue recently that I couldn't get any clarity on online, so I ended up calling the city manager's office and asking them about the particular property. 

It is difficult to "enforce" an issue that does not have reasonable clarity.

In 2006 I graduated with my MBA from Villanova University, ready to take the world by storm, scoop up my next pay raise at my 9-5 finance job and gain clarity in life only an MBA degree could provide. 2 weeks later I quit my job to pursue real estate investing.

When you provide tenants clarity on what is expected of them to complete upon move out and they sign it (that's why you do a move in/move out walk through document, good tenants will usually comply regardless of whether or not they secure a new residence.
