Depending on the neighborhood and time of year, that number may fluctuate up/down. 

Properties that are unusual, or ones in a sparsely populated area, or one in an area that is seeing a lot of fluctuation (maybe homeowners and investors buying at different price points).If you are having difficulty coming up with an ARV, go as low as you need to to feel comfortable that is would sell or be appraised at that value.  

Our's is a grandfathered plan with a flat rate, unlike the  utility companies fluctuation plans. 

However I did start with buy and hold myself almost 30 years ago, and I accumulated 16 multi-family properties in 18 months, with owner financing or bank financing (portfolio lenders,) but the problem was I did not have a good reserve of funds and the fluctuations of incoming rents was stressful.As far as finding properties, the properties you need to locate for wholesaling, buy and hold or fix and flip should be properties priced below market, which might need work.

I work a full time job with a schedule that fluctuates from day to day.

The reason being is that eng'd is more adaptable to fluctuations in moisture content, and does not tend to warp as bad, therefore is in higher demand.
