I am also able to contact the on site maintenance manager for small things like putting a package inside and he will give me a heads up if I my guests are parked in the wrong spot or being a nuisance.

They file orders against the house, and then if you neglect to repair or do not repair in adequate amount of time they will fine you with nuisance charges.

Generally these kinds of ordinances aren't strictly enforced, but if they feel your unit is a nuisance because of noise, drug activity, etc then they might use that type of ordinance against you.

I don't know the metrics of good/bad flips, but gotta think outside of nuisance value or triggering 40 1031s with different time windows, the seller'd get more out of piece-mealing them.If I had $8M, I think i'd get better bang on a larger MF project OUTSIDE OF PORTLAND PROPER.
