Anyway, code enforcement asked to see the inside of the apartment & i agreed as i was doing some improvements inside like painting etc.....afterwards he nailed a red tag to my wall which i didnt pay much attention to because I was literally unaware of what it was or what it meant.

The driveway is 'Y' shaped, very narrow from the street to the back, then both houses have their own parking area in the back.The issue he is having is the other homeowner is 'accidentally' leaving nails, screws, and other puncture problem items on the driveway with alarming regularity.

It doesn't seem all that hard for me to nail up a sheet or two or drywall, tape, sand, and mud imperfectly.

They also have the smoke detector nailed down better....

You should also be able to nail your rehab costs without getting bids at some point quickly.   

A paper trail allowing them to see what work was done while also seeing who did the work will deliver more polished products and accountability from all parties.

But before this, if you had carpet on the wood (which is a bit crazy), it will take hours/days to remove all the tack and nails, take out all the quarter round, scrape the edges, replace the bad wood, and fill the cracks. 

Do you know the difference between framing, siding, roofing, flooring, and wallboard nails as an example? 

additionally did you hit the budget for the rehab on the nail with your estimates?
