Ok I checked out the city's code and turns out "it is unlawful to park or store any inoperable motor vehicle on private property" unless it is in a garage or lawfully erected building.

For $40K you should be able to have the porch/deck torn down and a steel one erected in its place.

The condos that we have been building are typically sold out before we even get a piece of steel erected.  

No building permits (Zoning of course); depreciate over 7 years; ships already erected or on-site; installed with forklift; lower property taxes; leasing & financing opportunities; portable; scalable; & so forth...I'd look into Universal Storage Containers.com or Bos Containers or even e-bay & Craigslist. 

You need to check with both the local jurisdictions where these homes would be erected or placed, as well as state law concerning industrialized or modular (not manufactured) housing.
