Maybe a town vision to boost the economy would give added support.For restaurant you mentioned you have an RV park, could you barter services with with a qualified candidate, say a restaurant manager, camp manager and offer two furnished spots for them to live, and allowing your parents more downtime.

These costs include potential initial free rent period incentives, potential demolition costs to remove the old space improvements, new tenant improvement allowances, new leasing commissions, legal fees, and down time (no rent being collected) during the period you are marketing your newly vacant space.

Take the cost of fixing the holes out of the security deposit if you must.I would take the down time to correct the know issues (is it lack of drainage or is the slope of the yard bad), perform preventative maintenance, and check for mold.
