From my assessment and experience, B-class locations will have negative cash flow (not break even), depending on how you define them. 

ROI can be seen a few ways, and you need to define that. 

Everyone has provided great insight so far, but ultimately your obligations as the landlord and the tenant's obligations are defined in the lease.

Really really wish BP would embrace creating a glossary and leading the way to defining these terms for the industry.

All that to say, I think clearly defining what your short-term/long-term goals with real estate investing are will help you make a decision. 

It's not a panacea and it's not for everyone but for the really outgoing who want to get with people to do deals and don't need heavy defined how-to-content will get way more value than the cost.
