If You find a property with a pool that is not heated, a pool heater could and should be added.

You would have to ask around to see who would be willing to that for you and be added as an "emergency" contact for the registration.

I've got a bead on a duplex in an area I like that has significant fire damage. 

That said, I do agree that there are a lot of "little things" that could be added to improve the place.

I do not qualify for Grandparent to grandchild transfer, and unfamiliar with inheritance and how this works with avoiding reassessment if a reassessment will be done either way once she passes... again, why I'm wondering if I can be added to title/deed would help me in this case.
