Landlords would have to allow accommodations for handicapped tenants if its under 4 units, but don't have to pay for them so I doubt door screens would be mandatory.

Given that you've already provided the tenant with accommodation during repairs and even offered a rent-free month, it's reasonable to expect them to rely on their renters insurance for personal belongings damaged in the flood, as outlined in your lease agreement.

I think the 2 bedroom provides you with more ability to maximize revenue and still provides a large enough living area, especially as this is only a temporary accommodation for someone!

@Michael Whiting,To proceed with a 1031 on your portfolio of rentals, you need to partner with a Qualified Intermediary to act as your 1031 accommodator (the IRS requires this).
