I had the opportunity to talk with the owner and he's a great guy, he did his best to make sure I was well taken care of. 

It sounds like you trust your PM and he is doing what he is getting paid for.

Ask them in a respectful way what it was they didn't like about the deal.

LOL   That is exactly what I would expect from the Detroit City Government.If you go there, they are likely going to say you first need a license from a different office on the other side of town and when you drive there, they will say you need an appointment with them, but they only have appointments the third Thursday of each month.  

When a PM does charge a markup, he's usually getting a discount on the service to keep the cost stable.
