I would like to find a place that would cash flow in Glen Burnie, Severn, Odenton, or Millersville. 

I generally recommend the following suburbs of Baltimore for solid rentership: Columbia, Glen Burnie, Towson.

Riverside, Kern and San Bernardino might be the next best bets but it's going to be harder with the distance and managing those properties, whether you try to find someone to manage them for you or you make the drive out those directions.

The client and the portfolio he is building will be located in Riverside county. 

I'd suggest giving a a look to Warren County (Glens Falls specifically) as there's a lot of money currently pouring into the area.

I have been working in a Residential Property Management office in the Southwest Riverside County area for two years.

But not sure how rents are there.What about the College Glen area?
