If I purchased the property outright with cash, stabilized it, then acquired my first loan (a DSCR loan), that wouldn't be refinancing right, as I wouldn't be replacing an existing loan?

From the floor joist being cut from the sill plates and the entire house needing brought to level, the foundation requiring correction, to the no slope rubber roof leaking and needing replaced when I say I renovated every square inch of this property I mean that literally.

It sounds like you have already done quite a bit of research on important things to consider when looking at a new market to invest in. 

What happens when the water service line has to be replaced?
