I imagine your contractor is doing both, and has itemized certain overhead items in his estimate and then included a % of profit that is evenly distributed across the estimate.Either way, Project Management is a job cost that should be included in the estimate, it doesn't really matter whether it is estimated by a % or itemized, it will cost you the same.I imagine this is why contractors don't like itemizing their estimates, because often times clients get too nit picky :)If you really think his # is unreasonable, get another quote.

Finally, asking for copies of a landlord's notices to tenants, without a search warrant and without a good cause to believe a crime has been committed, violates the privacy rights of owners under the Fourth Amendment of the Bill of Rights, which guarantees that: "The right of the people to be secure in their persons, houses,papers, and effects, against unreasonable searches and seizures, shall not be violated, and no [search] warrants shall issue, but upon probable cause, supported by oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized."

If the tenant is being unreasonable, I may look at offering a mutual lease termination.Bigger picture, it may be an opportunity to look at your turn around procedure, tenant on-boarding or maybe even tenant selection if you got an unreasonable one...Best of luck!

Here's the exact verbiage:"Borrower shall occupy, establish, and use the Property as Borrower’s principal residence within 60 days after the execution of this Security Instrument and shall continue to occupy the Property as Borrower’s principal residence for at least one year after the date of occupancy, unless Lender otherwise agrees in writing, which consent shall not be unreasonably withheld, or unless extenuating circumstances exist which are beyond Borrower’s control."

If you are entering into a contract where the only way you can be compensated is to assign it, than I don't think its unreasonable to say you are selling on behalf of another.
